In Internet Explorer:

Right-click on the image and choose "Set as Background"

OR

"Save Picture as..." and save the image to C:/Windows. Then go to your Control Panel > Display > Desktop and choose the image.

In Netscape:

Right-click on the image and choose "Save Image..." and save the image to C:/Windows. Then go to your Control Panel > Display > Desktop and choose the image.
